Does anyone here know of a program that can transform a recording of actual speech into digitized sounds?

Robo readers have improved a LITTLE, but I think there'd be less trying to smash a square peg into a round hole if they could record actual people reading, then digitize the exact note, and span of each phonetic. Readers do use notes, spans, and phonetics, but they're arranged into uncanny valley simulations, not true emulations, indistinguishable from people. With a program like THAT, you could do all the voice acting for your game, then apply different robo voices to each character after, and it would end up sounding like you hired actual voice actors ...assuming you can act XD

Anyway, a program name, or even just good search terms would be much appreciated.
